Were you able to get any photos? Did you report this to the National Response Center (the NRC - http://www.nrc.uscg.mil/nrchp.html)? This sounds like it might be a small spill from a passing boat.

Hopefully this might help John. Here is an album of photos from this area in January 2012. Also included are photos and dialogue from 2004, when Hurricane Ivan damaged these beaches. The panhandle used to jut an additional 50 miles south into the Gulf of Mexico.
