Incident Report Description
This stuff smells like oil mixed with Elmer's glue. I had to scrub with Dawn detergent to get it off. The floating grass from the flats acted as oil catchers as the wind pushed it up in mass. Under the water it was clearly a different color and seemed to be tainted as well.

Its here ! Its every few feet a blob of black & brown blobs of oil along Indian Rocks Beach. Every friday evening my wife and I walk the beach and collect shells. This evening was a horrible discovery we found Blobs of brown and black condensed oil blobs the size of oranges and grapefruits of varies shapes all along the beach. Just a devastating horrible sight. I am sure this will appear for many years to come.
